ISLAMABAD, May 08 : Senate secretariat officer has been deprived of right to promotion through undue elevation of his two junior officers against the rules and regulations.

He fell victim to politics of his fellow beings and despite moving Supreme Court and Federal Services Tribunal he failed in seeking his due right.

Sources said Deputy secretary of Senate Secretariat Malik Arshid Iqbal has sent an appeal plea in the name of Senate Chairman Sadiq Sanjrani stating that he was appointed in Senate Secretariat in 2006 and was promoted as section officer in 2010. He was to be promoted as deputy secretary on February, 14., 2012 but his promotion was deferred due to bogus inquiry of his previous department. The Lahore High Court had declared that inquiry null and void. Despite it he was not promoted to the office of deputy secretary in senate. Instead his junior Ghulam Shabbir was promoted.

He informed senate secretary about this irregularity but his matter was subjected to office politics. He was to be promoted in 2012 but he was promoted in 2013 due to office politics and his junior was made his senior.

He further pleaded one lady Rabia Anwar, deputy secretary who was most junior to him and was not entitled to promotion was promoted as joint secretary due to her political influence. . It is imperative that a deputy secretary with 5 years service in his cadre can only be promoted to joint secretary post. But due to grace of the then chairman senate Raza Rabbani she was promoted as joint secretary. Raza Rabbani condoned her mandatory period of five years.

This is the strange incident in the history of senate which has triggered unrest among the senate officers and subordinate staff.

Malik Arshid Iqbal took up this matter with Federal Services Tribunal (FST) which announced decision in his favor. The FST ordered that Malik Arshid Iqbal be placed above Rabia Anwar and Ghulam Shabbir. But this order has not been implemented despite lapse of three years and he has not been promoted as joint secretary.

Senate secretariat had challenged FST order in Supreme Court (SC). The apex court referred the case again to FST and the matter was again raised with FST on April 20, 2021.

He has appealed that he has five daughters and he has become rolling stone between SC, FST and senate secretariat. Not only justice should be dispensed to him but also he be promoted as joint secretary besides demoting Rabia Anwar to the post of deputy secretary as she had got promotion illegally by exercising her influence in the Senate secretariat.

Sources said the chairman senate will give important decision in this matter within few days by reviewing court’s orders.
